Downtown Halifax Vision 2030 Update
Everybody's Neighbourhood
Barrington Street has long played an important role as one of Halifax’s historic commercial corridors, and for decades its potential to (once again) serve as a vibrant “main street” has been a hot topic.
DHBC is currently working with the Master of Planning students from Dalhousie University’s School of Planning to examine the physical, social, and economic factors that influence activity along the street today. Their research will include reviewing past studies, conducting field observations, interviewing stakeholders, analyzing best practices from successful main street revitalization efforts in comparable cities and gathering feedback from the Downtown community.

HRM Staff Report
In May 2025, DHBC presented the Downtown Halifax Vision 2030 to Regional Council, with a specific ask.
"For HRM to dedicate staff and resources that will allow us to advance implementation of the Vision."
A two-part motion was brought forward, with strong endorsement from Council:
- That the CAO provide a staff report that includes an assessment of Vision 2030 to determine how it aligns with current municipal priorities [approved 16-0]
- An implementation plan along with an accountability structure to help guide the completion of the Municipal components of the plan [approved 13-3].
DHBC has been informed that the HRM Staff Report will be presented to Council on April 14, 2026.
The Process
From September 2023 to April 2024, DHBC consulted with key stakeholders, urban experts, policymakers, business owners, and the public asking "What big moves must happen now to ensure Downtown Halifax’s success for the future?"
This identified 17 priorities that fit into one (or more) "buckets" that we are calling Transformational Moves.
Everybody’s Neighbourhood - Downtown Halifax is a place where everyone feels welcome.
Harbour 365 - Downtown Halifax maximizes its greatest asset year round.
Entertainment Central - Downtown Halifax is a nationally renowned destination for arts, culture, and entertainment.
Move Smart - Getting to and moving around Downtown Halifax is easy.
The Importance of Downtown Halifax
Downtown Halifax Vision 2030 is a report that not only paves the way for our entire city, but for the entire province, and region as well.
The taxes generated in Downtown Halifax significantly outweigh the resources consumed. Thus, a healthy Downtown is the economic engine that helps fund libraries, parks, schools, recreation facilities, and public transit.
Leading up to the 2024 Halifax Municipal Election, DHBC met with many candidates, covering all districts to discuss the Vision asking for their support.
